No, you cannot, because a conventional (or traditional) e-mail can contain
only so called ASCII characters, among which no phonetic symbols are
available. However, you can adopt the Proposal for an ASCII version of
the IPA, by David Prager Branner.

To my knowledge, this proposal is the best way to use
IPA transcription over e-mail.
